The Canadian Dental Care Plan (CDCP) is a federal government program designed to provide dental coverage for Canadian residents who do not have private dental benefits and have a household income of less than $90,000 per year. What Is the CDCP?

The Canadian Dental Care Plan is a federal initiative that helps make dental care accessible to millions of Canadians who currently have no dental coverage. It is not a free program – cost-sharing applies based on household income – but it significantly reduces the out-of-pocket expense of essential dental treatment.

The plan is administered by Sun Life on behalf of Health Canada. Once approved, you will receive a member card and coverage start date. You can use your coverage at any participating dental provider – including Keheewin Family Dental.

What Services Are Covered?

The CDCP covers a broad range of dental services as recommended by your dentist. Coverage levels vary by group and co-payment amounts differ accordingly. The following service categories are included under the plan:

  • Preventive services – scaling, polishing, sealants, and fluoride treatments
  • Diagnostic services – dental examinations and X-rays
  • Restorative services – fillings
  • Endodontic services – root canal treatments
  • Prosthodontic services – complete and partial dentures
  • Periodontal services – deep scaling
  • Oral surgery services – tooth extractions

Understanding Co-Payments

The CDCP uses an income-based co-payment model. The government covers a percentage of your treatment cost, and you are responsible for the remainder based on your household income:

No co-payment

$70,000 – $79,999

60% government coverage

40% co-payment

$80,000 – $89,999

40% government coverage

60% co-payment

If your household income is $90,000 or more, you are not eligible for the CDCP. If you already have private dental insurance, do not cancel it – the CDCP is designed to supplement, not replace, existing coverage.

Who Is Eligible & How to Apply

To be eligible for the CDCP, you must be a Canadian resident who does not have access to private dental insurance and has a household net income below $90,000 per year. You must also have filed a tax return to establish your income eligibility.

You can apply online, by phone, or through a Service Canada Centre. The plan was rolled out in phases beginning in late 2023 and is now open to all eligible Canadians.

Does Keheewin Family Dental accept the CDCP?

Yes – we are a participating CDCP provider and welcome patients of all ages under the plan. Please bring your Sun Life member card to your appointment.

What if I also have provincial dental coverage?

You can still apply for the CDCP if you have provincial coverage. Benefits coordinate between programs without duplication. The federal government coordinates with provinces on payment priority.

Should I cancel my private insurance to use the CDCP?

No – do not cancel your private insurance. The CDCP is intended to supplement existing coverage, not replace it. Keep any private or employer benefits you currently have.

What counts as 'not having dental insurance'?

You are considered uninsured if you have no employer or family member employer benefits, no pension plan dental coverage, and no privately purchased or group plan insurance.

When will my CDCP benefits start?

Once Health Canada approves your application, Sun Life enrolls you and sends a coverage start date along with your member card. The plan is now open to all eligible Canadians.

Should I delay dental visits until my coverage begins?

No. Continue getting regular dental check-ups now to catch problems before they become painful and expensive. Apply for the plan when eligible and use your coverage going forward.
